Company Policy

Since 1988, Bestway Rent-A-Car has been serving its customers with a constant focus on customer satisfaction. Bestway Rent-A-Car is a full-service car rental company catering to the local market. We specialize in insurance and service replacement rentals as well as providing local and vacation rentals. We carry new and late model cars, trucks and vans. If your car is down, if you are trying to save on your lease mileage allowance or want to take an extended test drive, please come see us at Bestway Rent-A-Car. If others won’t bend their rules for you, we will. Call us with your situation, and we will try to tailor a rental for you.

Auxiliary Equipment

Hitches trailers, boats, handicapped equipment, and chains cannot be attached to a Bestway rental car except when provided by Bestway.

Emergency Road Service

Emergency Roadside Services will be provided only if you have purchased that option at time of rental otherwise you are responsible for charges arising out of lost keys, locked keys, dead batteries etc… Check the car’s manual for emergency roadside assistance phone numbers. The phone number may also be on a sticker on one of the car’s side windows. You may also call our rental office during business hours for help.

Maximum Rental Period

On the 30th day, renter must return to rental location to request a new agreement for additional period of time. New agreement is subject to availability and rate changes.


All accidents must be reported to the police and an accident report completed. You must also notify us within 24 hours of the accident. You will be required to complete an accident report for our records. Once you complete the accident report, you should be able to continue your trip.

Mechanical Problems

Please call our rental office during business hours for help. If you were not the cause of the mechanical problem, and the problem will cost less than $150.00 to resolve, you may have the car repaired and we will reimburse you accordingly. Be sure to save all original receipts stating the reason for purchase of parts or labor, and the amounts. We will in no event pay for lost income, time or any losses suffered because of the breakdown of the rented car.

Reservation Cancellations/No-Show

You may cancel up to Standard prior to the 48 hours before the reservation and there will be no cancellation fees. Reservations within 48 hours of pick-up time including any reservation of Full size cars, Sport Cars, Convertibles, SUVs, Vans, Trucks reservations are non-cancellable, and the full rental charges are due if you Cancel.


Confirmation of a vehicle which is reserved for a customer at a particular location, on a specified date, at an agreed upon price. Unless you receive a second conformation email your reservation is not guaranteed.

Visually Impaired or Handicapped

Visually impaired or handicapped renter may rent a car using a designated driver (customers can use the impaired renter’ credit card or cash if cash-qualified and I.D., and designated driver’s license).

General Rental Requirements


Rental Rates: Daily Rental rates are based on a 24 hour “rental day” starting at the time of rental. The minimum charge is one day, plus mileage, if applicable. You will pay for each hour and/or any part of an hour in excess of a rental day until the Vehicle is returned, up to the applicable daily rate. Mileage charges, if applicable, will be the number of miles driven as determined by the odometer readings at the beginning and end of the rental. If you fail to comply with the conditions applicable to the rate, including any geographic driving restrictions, a mileage charge, surcharge or other rates may apply. Weekend and weekly rates often reflect a savings over daily rates; however, returning a weekend or weekly rental early may not result in a proportionate refund. Additional days beyond the weekend or weekly rate plan may be charged at the extra day rate published on the rental agreement. Weekly rates are 7 days.

Driving Age: The minimum age to rent a BESTWAY vehicle at most BESTWAY locations is 18 years of age. We do rent to drivers 16 and 17 years of age, however, they must be fully insured by their insurance company. Additional charges for drivers between the ages of 16 and 24 may apply.

Authorized Drivers: The BESTWAY vehicle may be driven only by an authorized driver. An authorized driver is the renter and any additional person who appears at the time of rental, and signs the rental agreement. All authorized drivers warrant they satisfy our age requirements, have a valid driver’s license, and fulfill our other qualifications, which vary by BESTWAY location. See our credit card requirements below. No other persons are authorized to drive the vehicle.

Additional Authorized Drivers and Fees: All additional authorized drivers are required to qualify to drive the BESTWAY vehicle. To qualify, BESTWAY requires all additional drivers, including spouses, to satisfy our minimum age requirements, have a valid driver's license, and pay an additional driver fee. However, the following additional drivers do not need to pay an additional driver fee or separately qualify as long as they meet our minimum age requirements and have a valid drivers’ license: (1) government renters on official orders, (2) corporate account customers on corporate rate plans, and (3) drivers/companions of physically impaired customers. The additional driver may also be subject to an underage driver's fee. (See below).

Underage Driver's Fee: An authorized driver 16 to 24 years of age may be required to pay an Underage Driver's fee because of such driver's age in addition to the additional driver fee, if applicable.

Credit Qualifications/requirements: To qualify to rent the BESTWAY vehicle, the renter must present at the time of rental a major credit card or debit card (See Debit Card Usage below) in their own name with available credit. A hold will be placed on the card for the estimated amount of the rental plus a minimum deposit of $300.00, as determined by the location where you intend to rent. The hold will be removed at the end of the rental when the final charges are settled. BESTWAY accepts American Express, MasterCard, Visa, Carte Blanche, Diner’s Club, Discover Card, JCB

Cash Deposit

Qualifying renters who do not have a credit card must leave cash deposit for their rental. For local customers cash deposits start at $300.00 and up in addition to the pre-calculated rental charges depending on the type of car, length of rental and miles to be driven and a current utility bill (original phone, gas or electric) is required to verify residence, a current original pay stub along with proof of transferable full coverage insurance (unless purchasing insurance waivers through Bestway). For surrounding area residents, cash deposits start at $350.00 in addition to the pre-calculated rental charges depending on the type of car, length of rental and miles to be driven and a current utility bill is required to verify residence along with proof of transferable full coverage insurance (unless purchasing insurance waivers through Bestway). For out of towners we may accept a cash deposit of $1000.00 (this is done on a case by case basis) along with proof of transferable full coverage insurance (unless purchasing insurance waivers through Bestway). For cash deposit customers, proof of transferable full coverage insurance is required. For people missing comprehensive and collision insurance, we offer V.D.W. at an extra charge of ($8.95 a day and up). For those missing Liability insurance we offer L.I.W. at an extra charge ($8.95 a day and up). - When the rental car is returned in accordance with the rental terms and conditions, the cash deposit will be refunded.

Debit Card Usage: If you use a debit card with a Master Card or Visa logo at the beginning of rental to qualify to rent, it is the policy of Bestway to require a current utility bill (original phone, gas or electric bill only) and a current original pay stub. In the event that a customer's does not meet the minimum requirements by Bestway Rent-A-Car, the customer will not be allowed to rent unless another form of payment is provided. Bestway's debit card policy complies with all applicable U.S. federal and state laws. Debit cards are accepted for payment at the end of rental. Debit cards without a Master Card or Visa logo are not accepted at this time.

Gasoline Policy: You must refill the gas tank of the vehicle to the same level of gas as when rented. If you don’t, you will be required to pay a fuel charge to compensate Bestway for the cost and service of refueling the Vehicle. The fuel charge is based on the estimated number of gallons needed to refill the tank multiplied by the rate per gallon charge specified in the Agreement. Most Bestway locations estimate the number of gallons needed to refill the gas tank either (1) by reading the fuel gauge to estimate the approximate amount of fuel needed to refill the tank (for example, one-half tank) and multiplying that number by the manufacturer's specified fuel tank capacity, or (2) if the renter did not purchase any fuel during the rental, by reading the odometer to determine the amount of miles driven during the rental and dividing that number by the Vehicle's estimated average fuel efficiency (miles per gallon) based on the manufacturer's fuel efficiency specifications.

Geographic Limitations: At Bestway locations, driving is restricted to California. Permission to drive up to Las Vegas and Phoenix, and/or 150 miles into Mexico from California may be authorized on a case by case basis and needs specific written authorization from Bestway.

Driver Licenses

United States Citizens and U.S. Military Personnel: A renter or any additional authorized driver must present at the time of rental: (1) a driver's license issued by any state, or (2) a temporary driver's license, or (3) a valid U.S. military identification card.

Canadian and Other Foreign Citizens: Bestway accepts Canadian and foreign-issued driver's licenses.

One Way Rentals

We do not offer one-way rentals at this time. All vehicles must be returned to renting location.

Optional Equipment

Infant and Toddler Safety Seats: For an additional charge, infant, toddler and child/youth safety seats are available at many Bestway locations.

Liability, Insurance and Optional Protection Package

Loss or Damage to the Bestway Vehicle: The renter and any additional driver are absolutely liable for any loss or damage to the rental vehicle, even if someone else caused it or the cause is unknown, whether due to theft, fire, hail, flood, collision, vandalism, or any other cause, subject to limitations imposed by the law where the vehicle is rented. This liability will not exceed the full value of the vehicle, plus: Actual towing and storage charges;

Loss of Use

Diminution in value, regardless of whether the vehicle is repaired or not; All rental charges through the date you report the incident if not returnable or the return date, whichever is later; Any out-of-pocket expenses incurred by us as a result of the loss or damage to the vehicle; A reasonable administrative fee, and Pro-rata license plate fees, all as allowed by law.

Third Party Liability Claims: Unless otherwise required by applicable law, a renter and/or any additional authorized driver (and the respective insurance company of each) is primarily responsible for all third party claims of personal injury, including death, and property damage caused or arising from the use and operation of the Bestway vehicle during the rental. (To the extent Bestway is required to provide coverage, in spite of the terms of the rental agreement, it shall only be in an amount necessary to satisfy the minimum financial responsibility limits required by applicable law.

Uninsured and Underinsured Motorist Coverage

Where permitted by law, Bestway does not provide uninsured and underinsured motorist coverage. In those states where Bestway must provide such coverage, Bestway will only provide such coverage up to the minimum limits required by law. Optional Protection Package: At the time of rental, Bestway offers for purchase at the option of the renter, Loss Damage Waiver ("LDW") and Liability Insurance Waiver (“LIW”). The per day cost, coverage, provider and availability vary by location, vehicle category and rate. The optional products offered by the rental company may duplicate coverage provided by your personal automobile insurance or insurance you may have through another source. Purchase of optional products is not required to rent the Vehicle. We charge a per day fee for each day or part of a day you rent the car for any optional products you select.

Loss Damage Waiver ("LDW")

If you purchase the optional LDW Plan, we will waive your responsibility for loss or damage to the vehicle in full or in part (depending on the LDW plan you accept). LDW is not insurance. LDW does not apply if: (1) you use the vehicle in violation of the rental agreement; (2) you fail to remove the keys, or close and lock all windows, doors and trunk, and the vehicle is stolen or vandalized; (3) you fail to notify us and the police immediately after the loss; and (4) you fail to pay the charges under the rental agreement; or (5) as allowed by the applicable state or provincial law.

Before deciding whether to purchase LDW, you may wish to determine whether your own automobile insurance or credit card agreement provides you coverage for rental vehicle damage or loss and determine the amount of the deductible under your own insurance coverage. The purchase of LDW is not mandatory. LDW is not insurance.

Liability Insurance Waiver ("LIW")

Where available, and for an additional daily charge, a renter may purchase LIW at the time of rental. If accepted, LIW provides the renter or any additional authorized driver as listed in the Rental Agreement (excluding the renter’s and any additional authorized driver’s family members related by blood, marriage or adoption and any other person residing with the renter or additional driver), with automobile liability coverage against third party claims for bodily injury, including death, and property damage resulting from an automobile accident in the Bestway vehicle, during the rental period, up to the California statutory limits of 5/15/30 per Rental Agreement. LIW does not provide coverage for uninsured and underinsured motorist protection. LIW does not apply in Mexico.

After Hour Drop Off

We do offer after hour drop offs. Please check with rental agent on the drop off procedure. After the after-hours drop off, you will still be responsible for the rental car until it is checked in the next business day.

Non-Smoking Policy

We are committed to providing a safe, clean fleet for our customers. In order to better deliver on this commitment, all our vehicles are non-smoking. A $350 cleaning fee will be assessed for vehicles returned with evidence of smoking (Smoke smell, Ash, Cigarette butts or burns). De-smoking requires a vehicle be taken out of service for up to 24-hours so it can be cleaned with a natural deodorizer and an oxidation process.
